“The elevators get stuck from time to time and take a long time to come, and one has been under maintenance for months. It isn't clean: the stairs are always dirty, with spiderwebs, and parts of the building are old and in disrepair. There are pests, including roaches, bedbugs, and occasionally mice. Residents are unsupervised, and the stairwells usually smell like cigarettes.”
